[Kolab-devel] [issue125] Accept and Decline options on published event

When creating an event with one or more attendees, and then _publishing_
(Schedule / Publish) this event (i.e. not requesting an answer from the
attendees). Should the mail the attendee recieves still contain the Accept and
Decline options, just like a request mail does?
