Invite a resource account to an event.  If that is successful, the event appears
in the resource's free/busy list.  The time of the event in the FBlist is off by
two hours, more precisely, if the meeting is scheduled to start at 1100Z the
fblist says 1300Z.  It's correct in the free/busy list generated for a normal
user and the time in the invitation is also correct (or more precisely was
correctly converted from local time to UTC).
